Returns an implementation of IBindCtx (a bind context object). This object stores information about a particular moniker-binding operation.

mode: Type: System.IOFileMode
The A constant that determines how to open or create the file.
access: Type: System.IOFileAccess
A constant that determines how the file can be accessed by the FileStream object.
share: Type: System.IOFileShare
A constant that determines how the file will be shared by processes.
throwOnError (Optional): Type: SystemBoolean
true to throw error; otherwise false.

Type: IBindCtx
An instance of IBindCtx or null if an error occurred.
