Informs Windows Explorer to browse to another folder.

idList: Type: ShellBoost.CoreShellItemIdList
The PIDL representing the item to browse to.
flags (Optional): Type: ShellBoost.Core.WindowsShellSBSP
The flags.
throwOnError (Optional): Type: SystemBoolean
true to throw error; otherwise false.

Type: Int32
An error number or 0.
